Revision

The Blue Book is revised and republished every 5 years. This helps make sure the safety standards for work on or near high voltage electrical apparatus are:

• fit for purpose
• reflect industry best practice, and
• are improved where possible.

History of the Blue Book

The former State Electricity Commission of Victoria (SEC) first developed the Blue Book in the 1920s.

The Electricity Safety (General) Regulations 2019 require some classes of workers and asset owners comply with it.

The Blue Book is maintained by a technical engagement committee, known as the Blue Book Committee.

The Blue Book Committee

The Blue Book Committee is made up of representatives from various industry sectors including:

• electricity supply companies
• traction companies
• the Electrical Trades Union Victoria
• electrical contracting services providers
• WorkSafe Victoria.

The objective of the Blue Book Committee is to continuously improve electrical safety practices for work involving:

• electrical generation, transmission and distribution systems
• the traction supply network
• high voltage electrical installations.
