Energy Safe Victoria reports a strong safety year amid renewable energy growth

Energy Safe Victoria has released its 2024–25 Annual Report, highlighting improved energy safety outcomes across the state, stronger enforcement in the renewable energy sector, and the introduction of new legislative powers to better protect Victorians.

The report shows Victoria recorded no electricity, gas or carbon monoxide-related fatalities for the year, and the long-term downward trend in energy-related harm also continued with 4 serious injuries, compared to 15 the previous year. There were also 19 completed prosecutions for the year across both gas and electricity.

Energy Safe CEO Leanne Hughson said the results reflect the regulator’s commitment to keeping Victorians safe as the state transitions to cleaner energy sources.

“These results show the strength of our evidence-based regulatory approach and the combination of enforcement, education and engagement with industry to prevent harms,” Ms Hughson said.

“But with Victoria’s energy landscape transforming rapidly with the increase in renewable energy generators and changes to existing energy technologies, we can’t afford complacency. Our focus on emerging, current and evolving energy safety risks remains critical.”

The report highlights Energy Safe’s focus on the safety of large-scale renewable energy installations, including details of a rise in enforcement activity across the sector.

In response to several incidents and compliance concerns, 15 directions under the Electricity Safety Act 1998 were issued – all of which involved solar or wind farms. Energy Safe also conducted more than 80 inspections of renewable energy facilities and launched new safety guidance for operators.

In May 2025, the Victorian Parliament passed the Energy and Land Legislation Amendment (Energy Safety) Act 2025, strengthening Energy Safe’s regulatory powers. The reforms introduced higher penalties, new injunction powers and the ability to immediately suspend licences where public safety is at risk.

Ms Hughson said that, together, the reforms and results of the last year position Energy Safe to meet the new safety challenges of the state’s renewable energy transition.

“Our priority is ensuring the safety of people and property as new technologies emerge, and Victoria embraces a cleaner energy future,” she said.
