DC isolators – cancellation of a number of certifications

Direct current (DC) isolators are classified as high risk (level 3) electrical equipment and are required to be certified and registered before they are supplied in Victoria.

On 30 September 2021, Energy Safe Victoria (ESV) was advised that SAA Approvals had cancelled 18 certifications for DC isolators (see attached). This means that any registrations associated with these DC isolators certifications were also cancelled as at 29 September 2021.

Suppliers are not allowed to supply the affected DC isolators until they are re-certified and re-registered.

What you need to do:

1. Before purchasing a DC isolator ensure that it is not one of the DC isolators affected by this certification cancellation (see attached).
2. While it is not illegal to install DC isolators affected by this certification cancellation, ESV recommends that if you have stock that was purchased before 29 September 2021, you do not install it until the DC isolator is re-certified and re-registered.
3. At this stage you do not need to do anything regarding DC isolators that have already been installed. ESV has no evidence that these isolators are unsafe. Regulators are working to verify that there are no safety concerns with the affected products.
4. Check the EESS website www.eess.gov.au to be sure the products you are supplying are registered.

Background

Section 67 of the Victorian Electricity Safety Act 1998 (the Act) states that it is an offence for a responsible supplier to supply level 3 in-scope electrical equipment unless it is registered.

Section 67(F) of the Act states that it is an offence for a person to supply level two or level three equipment that was purchased for the purpose of supplying it to another person if, on the date that it was originally purchased the item of electrical equipment was not registered.
